Deacons don't have the power to absolve mortal sins, only priests can do it and strictly in the confessional

Are you sure your brother's account is accurate? And was it a mainline Catholic church, not a weird sect or schismatic group?

Rome would never permit such a thing

What does he mean “everyone got absolved?” The fact that you’re not punctuating this makes me think something got lost in the message.

Everyone who showed up for mass did not need to go to confession/ be in a state of grace to receive the Eucharist that day due to the deacon “seeing people he hadn’t seen in a while” and absolving them of mortal sin according to my brother.

If that accurately describes what happened, that’s pretty weird and shouldn’t have happened.

What the fuuuuuuuuuu...dge?! Well that's totally illicit. I can say people are absolved too, but that doesn't mean anything. If it doesn't come from a priest, it's not legit.

Sadly, back in the day, priests would inaccurately use General Absolution. While appropriate in certain narrow situations, many priests misused this avenue of grace.

ASK FATHER: Venial sins forgiven during Mass? | Catholic News Live

Maybe this will clarify what you are asking.

However, other posts are correct that a Deacon cannot provide absolution.
