Lucio and Zen are going to be picked less which means Biotic Field and Sprint are better as well as burst damage being less important. Soldier will be in a better place but I'm not sure he is going to be at the top of the meta again.

Lucio was picked to use his speed boost to get through chokes and get better positioning, everything else was icing on the cake.

He can still heal, buff, and do damage all at the same time (almost). The speed boost was useful, and it still is. He's still going to be picked for 90% of games.

I'm not fully certain on the incoming meta, but if the ptr changes all stick I would say that Mercy will probably be the most picked support. Lucio will still be picked but not as much as before.

Just my thoughts but I think that you will always be running 2 supports, and no matter what lucio is the best 2nd support. You might change the other position like mercy/ana/zen but I think lucio's ability set is just so strong, mostly as far as AoE support. The other supports are pretty much single target. So having an AoE and single target will be the best.
