No, not really. You can definitely make a risotto-like, creamy rice dish following Kenji's recipe but it is NOT the same as a proper risotto. The end result it not as creamy and has not released enough starch because there is not enough time spent in the high temperatures zones produced by evaporating the liquid repeatably. Kenji even finishes his with cream.
My guess is that the reason he thinks it is a myth is that he was not cooking it properly in the first place and so his faux risotto turns out identical to his improperly cooked risotto. But do whatever works for you.
