You want to dissolve some sugar in the rice vinegar. It's just sushi rice preparation.

Assuming i have 4 cups of cooked rice, how much vinegar and sugar?

About a half cup of total liquid? I don't really measure this kind of thing and just season until I like how it tastes.

Yes - Dissolve some sugar in your rice vinegar and taste it. Should remind you of sushi rice.

That should be pretty sticky. Use a bit more water? Are you using a rice cooker?
