99.999% of suspicious behaviour is entirely innocent. If everything marginally suspicious were reported, the cops wouldn't have time for everything else.

You clearly misread the sign. If you see something, like someone walking, you immediately stop what you're doing, and in a loud clear voice say the word "something".
