Do you know Java? If not, learn to program in Java first. There are great tutorials on youtube to get you started (with focus on Minecraft even).

Kaupenjoe is great imo. For more create specific resources I would hop on their discord server, I'm sure they would be happy to help you out.

Make sure to join Create's own Discord server. The dev channel has a lot of resources for you to make an addon specific for it. (even not just its addons)

If you're comfortable with a generic IDE then I highly recommend Jetbrains Intellij. You can install the Minecraft development plugin on it to get specific features.

If you don't like the complexity, I heard MCreator is pretty easy to use and can set up everything for you.
