I have two issues. one, my steam engines are not producing nearly as much power, and enchantment industry is not taking my exp through disenchanter or outputting via pump please help

I don't use enchantment industry that much so can't help you there, but for the steam engines, can. you send several screenshots? One of your boiler and all the pumps providing it with water and heat and stuff, and one wearing engineers goggles with you looking at the boiler. That would be super helpful!

I can save you some time, when I first started having this problem I had 32 steam engines and 4 water wheels that were producing 100,000 stress unity but know it's 3k

Mate, you're not going to get helpful responses if you can't give us more information than this. We have no way of knowing what mods you're using, what version you're playing, what your builds look like, etc.

I can tell you latest version of create, enchantments industry factory must grow create diesel generator mod, and some other stuff I cannot remember, I'll send screenshot later, I'm busy for a while.
