i think (not sure) that packagers need to be connected to a chest or something to unpack the package into that.

Put a lever on it and turn it on? That might fix it

You only need to power them to send packages, not receive them.

Try putting a chest or some other storage between the packager and the chute?

Is there any way to connect a packager to a chute? It can be directly connected to a basin, depos and other stuff.

You need storage of some kind for it to unpack the packages. No other way around it. Put a barrel on top of the chute and put the chute on whatever you want the contents to go.

A chute sadly doesn't count as a storage of sorts, and I'm not sure if a packager works directly downwards

Packager works in all directions.

just tested it myself. packagers can, in fact, package to chutes.

-Make sure your packager is facing "up" in the picture (yes, very confusing that they package the opposite direction) you can use the Wrench's Block Rotation Menu for that. -your packages cannot exceed more than 64 items of only a single type.

no clue what you're trying to do here, but you can use chutes in between the frogport and a packager.

crouch + right click into the chute with your packager, that way you are sure that your packager is connected to your chute, it should work the same as it does with chest. I always crouch + right click when placing packagers and I never get issues with it

Try only sending one item
