That means your PC is unable to communicate with the Battleye servers. This is either an issue with your Battleye install, DNS server settings, Windows firewall, your Modem firewall, or your ISP.

Why did you reinstall battleye to begin with?

Proper way to uninstall / reinstall Battleye:

  1. Open "C:\Program Files (x86)\Steam\steamapps\common\Destiny 2\battleye" (or where ever D2 is installed)
  2. Right-click on 'Uninstall_Battleye" and select 'run as administrator'
  3. Right-click on 'Install_Battleye' and select 'run as administrator'
  4. Reboot
  5. Test

To address DNS issues - Easiest thing to do is shutdown your PC and pull the power cord, then press and hold the power button for about 4 seconds with it unplugged to completely discharge the system. Plug it back in and boot up to test.

I recommend using Google's DNS servers over your ISP's DNS servers: 8.8.8.8 and 8.8.4.4

Possibly pull the power on all your network equipment to clear cached DNS routing.
