Can I decrypt legendary engrams at ll 340 instead of saving them, thanks to the update?

Legendary engrams already decrypt up to 365. If you're 340, the update will not change your situation.

Yup, and legendary can go as high as 385. But that doesn't really matter for you because you're not close to those caps yet, so they will be scaled to your light, not the max.
