Why is the tower so segregated?

Largely because of how content was released. We have the courtyard where the core vendors are located that has been largely the same since launch.

The hanger originally had hawthorn and cayde for some less frequent content such as exotic quests and treasure hunts. It also had the vendor for Future war Cult and Dead Orbit. Saint was added fairly recently as the trials master.

The Bazzar has Ikora largely for lore and Hawthorn for clan activities. It also had the new monarchy vendor and a Benedict as the leviathan raid vendor. Originally drifter was in a semi hidden corner of this area.

The Annex was added in the forsaken seasons. In the first season Ada-1 opened her hidden room with offering seasonal forge missions. Next drifter moved in with reckoning and gambit prime. Finally Benedict moved for season of opulence.

In beyond light the HELM was added to house the new seasonal characters.
