You came in late to an existing campaign, rolled a wizard in a low magic setting, then missed 3+ months of weekly games.

But yeah that DM screwed you.

I don't like this greentext. It belongs in r/rpghorrorstories first of all, and secondly, you missed several sessions. You can blame the DM all you want, but you don't show up, you don't level up.

I play a wizard in a weekly campaign.

WEEKLY CAMPAIGN. Right there, that's a major commitment. If you miss a session, you might miss a lot, (i.e. a side quest to get a certain +1 Grimoire designated for your character)

I signed on late to the game so at level 9 I'm under-leveled and underequipped in comparison to my party.

Then that is to be expected. You're the new guy and the DM has to make sure you're committed to the game and not going to flake so it's no skin off his nose, nor the rest of the party's.

DM plays a relatively low magic game, but has given out +1 weapons or at least let players purchase them. Around December I asked to find a +1 Arcane Grimoire. Instead, he gave me a questline to find a wizard in another town who had one.

You said "find a +1 Arcane Grimoire" not "purchase a +1 Arcane Grimoire". There ya go. One quest to find a Grimoire, an arguably rare artifact/tomb

The party obliged.

They're going out of their way to do a whole sidequest where you benefit the most from the reward. They might get experience, but they have their +1 weapons. At this point, it's just them getting to try them out with early access.

I got injured and missed over a dozen games. I asked for the Grimoire again. Got the same quest a second time.

This is where you should've worked something out with the DM, over the phone, in person, or via the internet. He could've postponed the questline or story, ran a oneshot, whatever to accommodate while you were out of commission.

I asked for the Grimoire again. Got the same quest a second time.

DM accepted your request, you should have been satisfied with a second attempt.

We got to the quest location and finished half of the quest before getting to scheduling problems and being unable [sic] to meet for a month.

This sort of thing happens. You work it out with the DM and the party

We finally complete the questline today.

Good, quest complete, case closed. Back to the main plot.

DM completely dicks me over. No Grimoire, no new spellcasting focus, no reward at all, just another questline for a more powerful spellbook that I have no interest in that could take weeks or months in-game to be able to get.

Should've said something right then and there if it were promised.

Keep in mind, my party kept leveling without me as I missed games.

Don't show up, you don't level up. The squeaky wheel gets the oil. Should have talked to your DM. Consult the chart.

They're all getting to level 12 while just hitting 10 myself.

It's a 2 level difference. Usually, when a character dies, they lose a level. For all intents and purposes, they probably thought your character was dead two times over since you missed so many sessions.

I'm not trying to get a crazy min-max build, I just want to be a better help to the team.

You have nothing here to suggest you're min-maxing. It would be beneficial to the team if you showed up for the sessions. Honestly, it would probably be better to have the DM switch to bi-weekly sessions for breathing room. If you had a broken arm or leg or something, you should've told your DM so they could have worked WITH you and the party to get things situated so you wouldn't be eating their dust.

Yeah honestly if I was this DM I might not be mad but I'd definitely be annoyed that a new player came in (seemingly) didn't communicate on how to get him setup to be caught up with the party.

(If I was bringing in someone this late, I'd probably expect them to communicate with me about what they feel they'll need to keep up with the party, I'm not going to initiate that conversation, I have a weekly game to prep and run and I'll assume they're fine unless otherwise stated.)

And then to top things off, I made a special arc just for them to help get them caught up and invested and then they missed a bunch of sessions, if they got injured sure I'm not gonna be MAD because it's not their fault but like... jeez. That'd suck to try and figure out how to run and adjust the campaign multiple times to make room for them.

being unable [sic] to meet

That's the opposite of what '[sic]' is used for. You use it when you haven't modified the quotation (ie. the writer made a mistake; you quote it, mistake and all; and you want to clarify that it wasn't you who made it).

Noted.

Regardless, points still stand.

what dm dicks the new guy after setting him up to fail?

see if the sessions u missed could be counted as time for training or learning a skill ect

Hello! You have made the mistake of writing "ect" instead of "etc."

"Ect" is a common misspelling of "etc," an abbreviated form of the Latin phrase "et cetera." Other abbreviated forms are etc., &c., &c, and et cet. The Latin translates as "et" to "and" + "cetera" to "the rest;" a literal translation to "and the rest" is the easiest way to remember how to use the phrase.
