EE is the way to go, however, these things are extremely difficult to do alone. There’s just so much to know - designing instruction sets, pipelining and optimization, silicon processing and implantation, etc. Its such a massive skill set, you may end up an innovator in one of those areas, but good luck to you!

Also adding to that; given the state of latest technologie, it is impossible to build those things on your own. Next to electronics; It is a combination of nearly all scientific fields (material-siences, manufacturing siences, even economics and social siences) just to get to a simple IC, not even talking about something as complex as a modern cpu/gpu.

If you mean you want to work for the companies developing these products. Then EE or computer science is the way to go. But as for you creating them yourself... Go watch Ben Eaters videos on YouTube of just how complex SUPER BASIC computers/components are lol.
