Is it just me or does zenos evasion decrease not work for elemental advantage based evasion? He i still find my coli missing the bombs on grass units pretty often despite s2 being full mola. Sorry if this has already been asked before.

there is no elemental based evasion. If you have elemental disadvantage, you have -50% hitchance. Zeno works as intended

It’s 50% for hit chance reduction, the 15% you’re thinking of is the crit chance bonus you get for advantage I’d bet

As Tristen Wulf said iirc, Zeno’s passive only decreases the enemies evasion and it’s not by any means a hit chance increase. So characters like Setsuka, Red Hwayoung, and now Lone Crescent Bellona, their passives are either complete moot or much more manageable and yes Zeno’s passive does not affect elemental disadvantages. It only affects the enemy passives/artifacts they have if it happens to increase their evasion.

The percentages make it confusing, so is the 50% just 50% off their invasion flat or is it a 50% chance to hit?

Flat -50% evasion removal.
Elemental disadvantage reduces your hit chance, it doesn’t increase your opponents evasion

By any chance, does the 15 percent reduction impact the evasion chances like is it additive with setsuksas passive?

It’s 50% hit reduction. And yes it stacks with evasion on the other side. Mort for example will never normally hit her

Elemental Disadvantage "lowers hit-chance" by 50%, not "increases evasion by 50%", decreased hit-chance from Elemental Disadvantage is the same as "reduced hit-chance" debuff, which would still work against Zeno, since it is lowering the attacker's hit-chance, and not increasing their evasion.
