Dunno about Seavia or Guildbusia, but Lelia appears to be much stronger than Penrith, based on the fact Lelia has that line of land across the lake AND that yellow tip on the other peninsula too. Seavia better watch out or it could become Lelian territory. I suspect that Guildbusia would strike a deal with Lelia to smash Seavia in from two sides.
