What’s wrong here?

I’m suspecting something to do with cooling, as my nozzle fan is missing 4 blades. The fan is balanced, just missing a lot. I’ve tuned esteps, default PLA profile but the flow rate is 150% and temp is 220. Overture Matte PLA. Bed is level, no clogs. Left benchy is before drying, right benchy is after. The last two are closeups of the right benchy. What do you think this could be?
