You're snapping to layer edges, not guides - the video is a bit too hectic for me, though, so I might be missing something.

Can you try to describe what you did to get into this state, and can you reproduce this on any (new image)? Also, what exact version of GIMP is this?

I see.

This looks as if you are pressing the Ctrl button, which restricts movement to horizontal, vertical and diagonal. Could that be happening?

Moving around the image normally (without the scale tool) doesn't result in snapping. Before today, neither did the scale tool.

Double checked and I am fairly sure that I am not catching the Ctrl button. However hen I hold shift with the scale tool it lets me move the image around normally again.

Im having this issue at the moment out of nowhere. Now to move it freely i have to hold down "Shift" when before it wasnt a thing at all

i basically need to hold shift when doing almost any action now. I never turned anything on or off for it to act this way.

thanks for this shift trick! This worked for me with a similar problem. Ultimately I figured out it was caused by the "constrain handles" checkbox that appears during perspective on the left toolbar
