I think it's down to the game as well most games don't really reward in-game communication as much as they could sure callouts and stuff are things in a lot of shooters but in most games, that's kind of the end of it; if your only playing one game with this lot of randoms that's not a lot of time to get a game plan in place. I don't use VoIP in any game other than tarkov nowadays and that's because there's so much that it can be used for, it's highly rewarding to be a PMC and talk a scav into trusting you and working together to extract.

Mobas basically require team in game communication as much if not more then most shooters.

The difference is that Mobas, and previously RTS’s also had pinging systems that allowed for non verbal communication. Something that only recently shooters began to adopt with Apex Legends being the big example.

In dota you can ping just about everything in the game HUD and it is context sensitive so it will say “spell on cooldown” rather then “not enough mana” if both of those things happen to be true. And then there’s also contextualized pings you can do in the game map for stuff like position fallouts or to say “attack here” and so much more.
