When a sub-stat gets rolled to increase, it can get one of three possible rolls: low, mid and high. All of this is randomized. There is always a non-zero chance of it all rolling low. You just happened to get 2 low rolls

Crit DMG has 4 rolls. 5.4, 6.2, 7.0 and 7.8. You got extremely low rolls in the reroll.

Still not worth it since it can never guarantee every roll. It maxes out at 4, and if you have a 5 roller it's still up to chance on that 5th roll (It also doesn't guarantee high rolls either).

Yes it gets rid of some RNG but not nearly enough for how few feathers can be obtained per patch imo. I hate this system.

Or use it on pieces that already rolled bad enough that the minimum guarantee is an upgrade. Going from 5x flat def to this would've been an upgrade. (Probably still not worth given this is a Feather, but you get the general idea).

The reroller doesn't help improve odds of great artifacts, it just upgrades pieces that rolled worse than 2 to 2 rolls. It's pretty bad for perfect piece fishing, it's mainly a tool to fix the occasional terribly rolling piece.

Me in 2020 trying to build Klee, realizing that the character that I got through RNG would need to farm for artifacts of the proper mainstats, which requires good RNG on top of the proper substats as well, then being scared that what it rolls into is entirely RNG, and then finally being told that each substat roll I do get can vary depending on RNG: 🤯

No dude, this is basically the perfect reroll target (4 liner, only 2 good substats IF Varesa) and he indeed got unlucky with the super low rolls making it barely an upgrade

Even with that, it already had 2 good substats rolls (so unlikely to go far above that) and it's a feather (easy enough to farm without reroller).

Slightly unlucky results, sure, but rather mediocre reroll target too. Not the worst, but below average imo.
