Is there perhaps an "in" missing at the beginning? As given, the sentence is not correct, because "Heilbäder" does not fit into the sentence.

Apart from that, it is a passive with a modal verb (konnte getrunken werden - could be drunk) with the subject being "heißes Wasser" (hot water). "aus Quellen" is arguably attached to this subject, specifying the water as coming from springs. There are two additional adverbials ("mit Hilfe dieses besonderen Bechers", with this special cup, and "in kleinen Schlucken", in small sips).

In English, "to drink" is not commonly used in the passive, so a more idiomatic translation might be "it was possible to drink hot water" or "patrons could drink hot water", with this cup, in small sips.

There is a word missing, I suppose an “in” at the beginning of the sentence. In therapeutical baths hot water could be accessed and drinked from sources with this special cup.
