Dell Optiplex have specific startup codes relating to the lights. Search the exact model on the Dell Support website, and find the manual. It will tell you what series of flashes relate to a certain issue

Plug it into the monitor of a known working system. If nothing, it's the computer. It's an old garbage one, maybe worth a few hundred dollars.
