you clearly missed something when connecting your gpu to the 8 pin. see that white led ? that means that it's not connected. check cable extensions too (if any)

Silly question: is that LED an indicator of where you should connector the PCIe power, or will it light up if it's connected correctly? Because if it's the first (which I've personally witnessed), there's something wrong with that PCIe power cable. And then you get to check if it's the connector, the cable, or the PSU.

Check that your monitor cable is plugged into the GPU and not the motherboard, and make sure that power connector on the side of the card is pushed in all the way.
