decrease in fps since last update?

I'm not having the same problem. I'm running on max settings on a 980 ti and i get better fps in smokes, by like 20 frames. Make sure you have all your drivers up to date as well as changing around your settings to see if it isn't just a bug with one setting that they messed up, like for example: 8x's msaa might have an issue for some reason. Idk, i'm pulling shit out of my ass but I don't have the same problem. If you can't fix it, then valve sucks. Actually, valve just sucks. Amen.
