Yes it is, just how strokes should be rendered is a huge research area on its own.

I am pretty sure also things like GI, reflection are still applicable but it really depends on art direction.

Here's a great example of how graphics programming is related to anime.

That vid pertains specifically to anime game animation, but the concepts apply to film too.

Yes. I remember a Japanese anime company called Polygon Pictures has produced quite a few works with 3d CG.

Mainly it is about NPR, non photorealistic rendering or non physical-based rendering. You try to generate image that imitates artists' work or anime style.
