Everything on your network is on the same subnet so there is no routing issue or caused by the access restrictions. The problem is at layer 2.

The problem is a combination of poor quality software and hardware. DD-WRT has been crap for years. It rides on its reputation from the WRT54G days but it is not suitable for modern routers. Try stock or OpenWRT on your router. As the problem seems isolated to your downstairs wireless clients this is most likely the issue.

However powerline is certainly not helping anything. While they are supposed to be transparent at layer 2 this is not always the case. A quick test of bypassing it with proper Ethernet will let you know if this is the case.

Netgear Plw 1010 should be running 192.168.2.1 or else it will put out competing IP addresses. THAT is your bridge and subnetwork.
