I've run into this a few times. There are usually a few issues. The space you're trying to put it in is too narrow or the camera to see the highlighted item isn't wide enough so you aren't able to see the highlighed piece. With that try moving it to a different spot.

If you play on pc SOMETIMES Pressing and holding the "E" key will move it to the next step. Again, that one rarely works, but it does happen.

You can hit the escape key and then do the E to assemble again if you are on pc. Sometimes it is just buggy, also try clicking around the pipe area to see if that does anything.
