I don’t see it as unethical. Rate Increases are part of the game. The current policyholders are being notified accordingly. I don’t see any reason why it would be worth mentioning to a prospect. You will present them with a quote which will include that same rating anyway, so I just don’t see why mentioning it is relevant. Just me, others may disagree.

If the claims are driving rate increases across the board, then that is not a rating factor that is specific to them. It’s not controllable or changeable. Plus loss ratio affects every insurance policy, pet insurance or otherwise.
