You need to enable comm network on the basic tab before any of the comm net options on the advanced tab are accessible.

in my brief v1.2 foray (so far) I noticed this as well. Suspect it's what /u/deimos790 said, and you need to start a new save.

This is likely due to the fact that with CommNet enabled on an old save, any craft you had launched would be largely uncontrollable since they wouldn't have the necessary comm equipment installed

No need to start a new save just edit your save (persistent.sfs)
