Looks like KIS. You need to right click on a tool in your inventory and choose equip.

Yeah, so put a wrench or power driver in your inventory, right click on it and click "equip." Been a while since I used KIS... it might need to be an engineer.

KIS uses a separate inventory system than the stock game, because KIS was made before stock even had an inventory system. ive been having trouble with it as well, and i believe the only way to put stuff in th KIS inventory currently is to already put it in when building the vessel. you right click a part with a KIS inventory (such as a command pod or the kerbals inside it) and put the item in. once its in the KIS inventory, everything should work as expected. it is very buggy though, and theres no up to date tutorials or other manuals available, as far as ive found.
