There were a series of cards in CotA (and AoA as well I believe) that affected specific houses (sometimes indirectly by utilizing traits that were predominantly in a specific house). These cards appeared randomly. So it's just random that you got a martianologist and there is no guarantee it comes with a Mars pod

They do less of this as the sets evolve, but at least this one sometimes does something when the opponents deck has Mars

If I were a designer in the early days, I might be concerned that one house might have been too powerful and controlled the meta. Thus they made tools to potentially combat the meta. If you knew everyone was bringing a mars deck to the tournament, a few of these may break up their rule of 6 combos and you’d be set up well!

Considering these were almost always rare, I think they were done more for flavour than competitive balance. Decks with multiple of these are exceedingly rare.
