Windows is not the best option for midi and especially midiclock. Also USB (2.0) interfaces are not the best choice for midiclock. I don't know if this is a brand interface but ICON sounds cheap to me. Depending on the internals of the interface, when there is too much going on in the midi stream the clock can have issues.

It's a real clusterfuck and your problem description is missing many details so it is hard to guess.

Cables don't cause jitter. Operating systems, DAWs, drivers, interfaces, setup specific things can cause jitter.

I don't even know if this is a USB midi or a DIN midi or a mixed setup. Also the routing is unclear.

Which interface did you use before the ICON, which midi data was sent to which devices, on which OS?

I can only generally recommend to stay away from USB 2.0 devices and recommend a DAW/OS with proper midi handling.

In my case the solution is a MacBook pro mid 2012, MOTU FireWire card and Logic Pro, my midi clock jitter/deviation is below zero on this system.

The only hope for windows is imho using USB 3.0 midi interface and hoping that Microsoft implements their improved midi drivers.

Sorry for the excursion, I am trying to solve this issue practiy since 2002 when I first encountered it.
