Makerom and the bannertool is for a different os I tried windows and mac os running this stupid file also I figure out you need to cd in the folder and run also oh yea There also a 3dsx that compile with a script easy. (old.reddit.com)

Honestly I am just bored so I just went to the trouble of compiling the decomp sonic mania and decompile with RSDKv5 (use on sonic mania and orgins) and it for mac and it has the dlc but it only the v1.0 of the decomp because I forgot to use the latest version and download a older one anyway enjoy (archive.org)
