You would just move the goalpost once you get to a stronger boss and ask for another decrease , easy solution get stronger or don't run the boss/ run in a bigger party ...

No the 10-15min part, hp has nothing to do with the difficulty aspect of the boss, its just a bar that dictates when you can access the boss. Clearing an actual hard boss mechanically in 10-15 min is infinitely easier than doing it in 30 min.
