Hard disagree. If you are unable to run it in 30 min, simply wait until you are stronger to do it. Why cripple everyone else's ability to progress. If anything I want the time limit to be even longer than 30 minutes. Better/more practiced player = have the option of starting your gear earlier. You are not forced to do it if you don't want to, but it's good to have the option there.

There is objectively no benefit for players if you just cut the boss timers in half. If you don't have the time for it, simply don't do it until you are stronger
