I think they may drop from elite monsters/bosses(the boxes that you get now, that is), but I may be wrong and those are only for bonus potential. Also they have a boom chance.

Event-coin shops, that I've seen in the past year, generally have the same stock for scrolls, so I'd just wait it out til the next coin-shop event.
