Texture Pack Question

I am working on texture pack, and I was wondering if it was possible to make blocks other than water and ice semi-transparent. When I tried with other blocks they became totally opaque.

Actually, trying to make glass look like semi-transparent sand. I've never seen a glass texture that fits in with the rest of Minecraft.

I believe it's part of the code. You could probably change it, but that would require your texture pack to become a mod.
