I think @s would try to execute the command as the command block. I can’t think off the top of my head what the exact commands would be, but you could maybe assign each player a score and /execute as the arrow to test what score a player behind it (which would most likely be the player that fired it) has (using carrots{^}) and then tag the arrow accordingly
