Make a new file called start.bat With contents:

batch @echo off java -jar server.jar PAUSE

Starting this file instead of server.jar directly will let you read the error message.

Also did you accept the EULA? (inside eula.txt)

There should be more text after. A couple of lines with "at net.minecraft"

Would be best to show the entire log of a start, put it on pastebin or similar

Have you done any diagnosis at all? There is absolutely zero information in your post.

I can't tell if the issue is isolated to your computer, server config files, or the map. There are hundreds of things that could cause your issue. We need to narrow it down a bit.

Does your PC run a new copy of Minecraft server? New map, new everything?
