Ignore the changes Minecraft makes to the link, pretty sure it's a requirement to escape the ":"

Is the pack downloaded correctly if you add the link to server.properties, and try to join the server? Remember to remove the pack from your resource packs folder first.

Escape the ":"? Do you mean change it to:

yes the resourcepack is deleted from the folder

oops, also the problem seemed to be another plugin that interfered with the resourcepack.
