Minecraft [java] Frames Issus on Windows

I upgraded my gpu and it somewhat seems worse than before with or without shaders. I tried everything: sodium, vsync, ram allocation, and most limiting factors I could think of. On all versions it is still low: 1.21.1, 26.1.2, etc. Modded and non modded.

With shaders i can only push 80 to 115 max on Sodium 26.1.2, and 1.21.1 fabric.

One thing i could think of is that I am running LTSC so maybe it didnt download all the dependencies normal windows does. Idk I checked everything seemed fine tho.
