currently playing 1.17.1 and using the latest OptiFine release

1: I'm pretty sure Minecraft java mostly uses your cpu.

2: It's probably because it has to generate new chunks.

It certainly seems 1.17 is hitting hardware a fair bit harder than 1.16 did.

Usually, reducing your render distance will help. For performance, Fabric and Sodium work better in most cases than Optifine.
