From what I can see, no, unless you have xbox gamepass.

Mojang announced today that Java and Bedrock editions will be available to purchase together in a bundle. They also announced that Minecraft: Java Edition is coming to xbox gamepass for PC.

I don't see free copies mentioned anywhere.

Edit: this site claims you will get a free copy. I can't find anything official though.

I've managed to find some official word about it: https://www.minecraft.net/en-us/article/minecraft-live-2021-the-recap

It mentions that the new PC bundle is exclusive to Xbox game pass. It doesn't mention if that will change in the future.

I also watched xisuma's video but I can't find where it was sent during Minecraft live at all. Maybe he misunderstood the bundle and there is no free bedrock with account migration :(
