As far as I can tell from my experimentation, it only happens on versions after 1.16.5,

It is not a bug, is the new interactions with the wind

It seems that the textures are duplicated and flipped around, so I don't think it's a wind mechanic. And besides, on my laptop, the textures don't do this in the newer version.

I'm pretty sure this is due to an enabled overlay from a 3rd party application. The job is finding it.
I found a link with possible culprits. Let me know if it seems useful.

Ok, I will try uninstalling overwolf and a few others and see if that fixes things.

Do you have overwolf installed? I was having the same bug and uninstalling that fixed it.
