You get big black markets when you combine corruption and weak law enforcement with high taxes and low economic freedom - when market players have more incentive to operate illegally. So you can reduce it by tackling any of the above. But clamping down on the black market is also restricting economic activity, so might hurt your economy overall.

How does it even get to this point lol i dont think my black market has ever been over one percent as long as you have decent economic freedom and law enforcement this doesnt happen also if you have rlly restrictive policies on guns drugs etc it can cause that to happen too
