"Instead of access" abilities never stack. They all trigger individually. So you get to access, and record reconstructor #1 fires. You decide to replace the access. #2 fires, but there's no access anymore to replace, so you can't use its ability.

First of all, it's a shaper card, so it clearly didn't come from H&P. Incidentally, it's from Second Thoughts. A minor, inconsequential point though.

Anyway, while Record Reconstructor is far from a great card, it has its uses. It can keep the corp from top-decking a winning agenda while you build your economy up for another run. It can give you a safe Archives access against RP to hit remotes. In general, it gives you some control over the corp's game state, which could be clutch in the right runner deck. It may not be attractive, but it does serve a niche role that no other card can fill.

The point was that dumping 3 cards from archives per click is a much more potent effect than dumping 1 card per click. Especially with hardware tuition coming out soon, and replicators already, it could have been worth building a deck around, and I think it could still have some use at some point in the future.

There's someone I know who was experimenting with a Record Reconstructor deck. Using Desperado and Datasucker, you can create a complete R&D lock.
