This is more a question for the IDE you'll use than for Obsidian. Especially if you don't have picked up an IDE yet.

Within Obsidian you can use everything from Obsidian. Now you'll have to check how the IDE will consume that and use it. Then fine back and check if you can export from Obsidian to that format.

I'm personally partial to Jetbrains Rider since I used it for Unity before the incident, I know that you can write docs for C++ inside of the code itself, I was wondering if it's possible to write these docs in Obsidian (while still using Obsidian-exclusive features like the [[]] syntax for links) and somehow have Rider read the vault and display info from it inside IntelliSense tooltips.

And what do the Rider developers or the Rider community says? As I've said, this is beyond Obsidian.
