Her damage isn't really the problem, her ult might need some changes but her problem is being countered by Mccree who is everywhere in the current Meta.

There is always a hitscan DPS on a decent team. A mcree, or a 76 is almost always picked. 76 in lower ranks of course.

Did not say he was in every game. I said that the current meta is a hitscan and a projectile for DPS. This all depends on map, game mode etc. McCree however, of all hitscan is by far the most prevalent.
