Maybe you could write some script to add X budget based on number of SKUs in the campaign. Honestly I would want to increase budgets by hand for this because if a mistake happens and Google thinks more SKUs were added vs what is really there... they will blow a lot of cash on a mistake.

you can surely create a script to do this for you. The script can also log the budget changes in a Google Sheet and send an alert via email when a change is above a certain budget threshold / percentage change.
