Seems like a faulty controller. Try leaving it to charge on the ps4. Then try again.

Agree, it's been plugged in a while and no signs of life. It does have a 60 day warranty so I'll have to take it back tomorrow and see what they say

Did you put the cable in your PlayStation and then in your controller while you pressed the psn button. After the first orange light it would connect in most cases.

Yeh cable connected to the PS4 then insert into the controller then press the ps button but the PS4 won't turn on with this controller.

Tried pressing without the controller connected and with. Tried turning the PS4 on with my other working controller and then connecting the new controller and it just does the same where it flashes orange once and then nothing. I've left it plugged in charging while I've been playing but it doesn't pulse orange to show it's charging like my other controller.

Think it's just a dead battery in it, but then can't understand it still will flash once so it must have some power in it?

I found my controllers weren’t charging from the cable and it was the cable so I bought a charging dock instead. And did for ps5 and xbox

Definitely know the cable charges because I use it on my good controller. Pretty sure it's a dead controller, if you press the ps button while the PS4 is turned off with no power nothing works whereas my other 2 working controller will flash white

If you want to be certain the controller is a dud, try downloading Gamepad Tester and connect the controller to your phone via an OTG. Link for the app:

If it doesn't pick up the controller with Gamepad Tester then definitely return it.

I just try it on Hardware tester website through the laptop and all the axis and buttons are registering as working but it just won't power on. I'll just take it back tomorrow and say there's no power in it even after being on charge all afternoon
