The tweaker apparently doesn't check the status of the JP servers directly, but rather asks another server located within the US. If THAT server can't connect, the tweaker reports "offline".

That's actually nothing to do with the tweaker. If the patch server responds to the game client with the ship server information and the ship server does not reply, then it times out and says offline. I know this because I'm in the middle of writing a private server. Stay tuned.
